Here is what contractors and developers should understand before hiring.
What Dubai projects typically need
Demand in Dubai concentrates around civil and structural trades, MEP disciplines, and finishing work. A typical requirement is not a single trade but a mixed crew: electricians and plumbers alongside masons, carpenters, painters and helpers, scaled up or down as the programme moves between phases. Suppliers who can only provide one discipline tend to create coordination overhead for the main contractor.
Mainland versus free zone
Projects in areas such as Jebel Ali and other free zones may apply their own access, permit and safety induction requirements in addition to standard UAE rules. Establish early which regime applies to your site, what documentation is needed for gate access, and how long passes take to issue. Mobilisation plans fail more often on access administration than on worker availability.
Short-term and phased hiring
Fit-out and finishing work often needs labour in short, intense bursts. That makes flexibility more valuable than headline rate. Ask whether the supplier can scale a crew up mid-programme, hold workers between phases, or redeploy them if your dates shift. A supplier who only offers fixed long-term placements will not fit a phased fit-out programme.
Documentation and site access
Every worker entering site should have valid residency and identification, insurance cover, and safety induction appropriate to the work. On high-rise and confined-space work, additional training may be required. Confirm the supplier can produce this documentation as a package before mobilisation rather than assembling it after you have committed to a date.
Supervision matters more than you expect
On multi-trade crews, output depends heavily on whether the labour arrives with a foreman or charge hand who can organise the work and communicate with your site team. Clarify whether supervision is included, and in which language instructions will be given. A crew without coordination is a productivity problem, not a manpower one.
Assessing productivity, not just price
Comparing suppliers on hourly rate alone is misleading. The meaningful comparison is output per worker per day against the rate. A slightly higher rate for tested, supervised, well-accommodated workers usually produces a lower cost per unit of completed work than the cheapest available labour.
Practical steps before you sign
- Define the trades, quantities and duration as precisely as you can, including expected peaks
- Confirm what documentation the supplier provides, and when
- Agree supervision arrangements and reporting lines in writing
- Establish replacement terms and response times
- Check accommodation and transport arrangements, since these affect attendance
