Choosing a manpower supplier in Abu Dhabi is one of the highest-leverage decisions on an industrial project. The right partner keeps your schedule intact; the wrong one creates rework, site-access delays and compliance exposure that no commercial rate can offset. This checklist covers what contractors should verify before signing.

1. Licensing and legal standing

Start with the basics: is the supplier licensed to supply manpower in the UAE, and registered with the Ministry of Human Resources and Emiratisation? A supplier must be able to sponsor workers under its own establishment and demonstrate that its labour file is in good standing. Ask to see the trade licence and confirm the activity listed actually covers manpower supply, not general contracting alone.

2. Are workers trade-tested, or just documented?

A certificate proves a worker sat an assessment somewhere. A trade test proves they can do the work now. For disciplines like welding, pipe fitting, scaffolding and rigging, ask how the supplier assesses competence, who conducts the test, and whether you can witness it. On oil and gas work, welder qualification should be tied to the relevant procedure and position, not a generic certificate.

3. HSE certification and medical fitness

Industrial sites in Abu Dhabi, particularly ADNOC facilities and their contractors, apply strict entry requirements. Confirm that workers hold current safety training appropriate to their trade, that medical fitness and any required screening are complete before mobilisation, and that the supplier can produce this documentation quickly when site access is being arranged.

4. Realistic mobilisation times

Any supplier can promise 24 hours. Ask a harder question: what is already in place? Genuine fast mobilisation depends on a standing pool of available workers, valid visas and documentation, transport, and accommodation capacity. If a supplier has to recruit after you place the order, the timeline is a recruitment timeline, not a mobilisation one.

5. Accommodation, transport and welfare

Worker welfare is both a compliance issue and a retention issue. Establish who provides accommodation and site transport, what the standard is, and how it is managed. Poor accommodation produces absenteeism and turnover in the middle of your project, which becomes your schedule problem.

6. Payroll and WPS compliance

Wages should be paid through the Wage Protection System, on time, every cycle. Late or irregular payment is the most common cause of workforce disruption on site. Ask directly how payroll is processed and confirm the supplier can evidence compliance.

7. Replacement terms

Even with good screening, some workers will not suit the site. Agree in writing what happens then: how quickly a replacement arrives, who bears the cost, and whether the same standard of testing applies to the replacement.

Questions worth asking before you commit

  • How many workers in the trade I need are available today, not in two weeks?
  • Who conducts your trade tests, and can I attend?
  • Can you produce visa, medical and safety documentation for each worker before mobilisation?
  • What is your replacement turnaround, and is it contractual?
  • How is payroll processed, and can you evidence WPS compliance?

Warning signs

Be cautious with suppliers who quote significantly below market without explaining how, who cannot answer documentation questions directly, who avoid putting replacement terms in writing, or who cannot tell you how many workers they currently have available. Rates that look unusually low often reflect costs that reappear later as delays or compliance problems.

Getting it right

The strongest supplier relationships are built before the emergency, not during it. Qualify suppliers while you have time, agree terms in writing, and keep one partner who already knows your site requirements. When a shutdown window moves or a crew falls short, that preparation is what protects the schedule.
